[HAL] Widget effect

The plugin adds several visual effects to widgets to make them stand out from the rest.

• Snake on the border
  
• Widget block break
  
• Multiple widget breaks
  
• Spider on top (indicated on long widgets)

The code was experimental, so we decided to collect it into a single plugin.
